    JOB TITLE: Lock Out Coordinator / Tag Out Coordinator
    REPORTING TO: Lead Permit to Work/ Commissioning Manager
    LOCATION: Kazakhstan - Tengiz

    Responsibilities:
    Overall responsibility to the Site Controller (OIM) for the safe control of work activities; this includes issue of work control certificates
    Liaising closely with the Performing Authorities when planning work to ensure that all of the appropriate hazards and controls have been identified for the task
    Ensure that all work requiring a permit has a joint work site visit in support of building the risk assessment. This usually takes place at least 48 hours prior to issue
    Ensure the appropriate level of risk assessment has been carried out for the task and that this has used the hierarchy of control measures. Consultation of the Task risk Classification Table (TRCT)
    Application of system isolations in line with core discipline competencies and the client / facility isolation procedures. All isolations to be conducted in full compliance with the client / facility LO/TO procedures.
    Ensure that all of the pre-requisite control measures have been put in place prior to allowing a Work Control certificate to go live.

    Conducting an interview with the Performing Authority prior to work starting, to ensure that they fully understand the scope of the task and the control set out in the risk assessment
    Ensure that the Performing Authority carries out a pre-job tool box talk at the work site with the other members of the work party before any work commences
    Demonstrate detailed knowledge of Safety and Control of Work related procedures
    Ensuring that actions are raised in response to isolation and work control certificates audit findings
    Assessing and recording all instances of Time out for Safety and reporting of unsafe work and where appropriate reporting these to the site controller
    Maintaining the long term isolation register
    Supporting tool box talks and coaching of work parties to improve safety during work execution
    Ensure that the level of work site monitoring required is defined as part of the risk assessment process
    Undertaking of worksite monitoring checks as defined as part of the risk assessment process
    Completion of permit and isolation audits within ISSOW
    Assisting the Control of Work (CoW) Competency Assurance Assessor in the PA competency process
    Supporting site HSE leadership.

    Skills Requirement;
    Competent in communicating in English language.
    Ability to work on own initiative.
    Good inter-personal and communication skills.
    Deep knowledge of Mechanical, HVAC and Rotating Equipment.
    Ability to interpret and understand P&IDs, D&IDs, UFDs, PFDs, GAs and engineering datasheets in English
    Computer literate in MS Word, MS Excel and MS PowerPoint.
    Excellent communication skills and a demonstrable team player.
    Driven passion for behavioural site safety programmes
    Strong team working and communication skills both verbal and written
    Good IT skills.

    Qualifications:

    Essential Qualifications:
    ONC in relevant discipline and / or recognised Instrumentation apprenticeship / trade background plus applicable trade qualification (City & Guilds / BTEC or equivalent).
    COMPEX (for E&I disciplines)
    Hazardous Area Training (or equivalent).
    Mandatory Training (Induction, Risk Assessment etc.)

    Desirable Qualifications:
    HNC in relevant discipline.
    ISSOW Training
    HAZID / HAZOP Training

    Experience:
    Minimum 3 years experience involved with the implementation of a safe system of work (ISSOW, PFW System, etc.).
    Minimum 3 years experience preparing and applying safe system isolations to ensure that systems are safe (de-energised) in compliance with LO/TO process, prior to commencement of work

      JOB TITLE: Commissioning Supervisor - Mechanical Piping

      KEY REPORTING RELATIONSHIPS

      Reports to the Mechanical Senior Commissioning Engineer for planning and execution management support.
      Directs and supervises the Mechanical commissioning technicians in assigned plant areas ensuring full alignment and coordination with other discipline activities in the area.
      Communicates with the Mechanical Senior Commissioning Engineer for technical support.

      TASKS AND RESPONSIBILITIES
      Fully integrated with CMT, PMT and operations through all phases of the project to initial plant operation, ensuring a seamless handover to Operations and acceptance of the facilities.
      Assigns daily work duties to technicians and reports on completion of tasks.
      Responsible for updating of ongoing commissioning trackers.
      Instructs, supervises and provides first line technical direction to technician teams, vendors and specialist subcontractors/third party personnel in the area to deliver to Pre & Dynamic Commissioning targets.
      Supports the Mechanical senior piping
      Accountable for maintaining and completion of work packs such as loop folders and Mechanical work packs as per commissioning schedule priorities.
      Work a detailed Work plan (as directed by Mechanical senior piping) including job packs, materials, tools plant and equipment on a four week look ahead basis.
      Assisting Mechanical senior piping in work planning, resource planning and forecasting, including Level 5 planning development and support.

      Will access the Systems Completion Database generate work scope, create reports and manage punch items.
      Steward and create RFIs to EPCs based on technician field questions.
      Collate and steward field copies of test documentation, records, red lines and related Commissioning and feed completed documents to Mechanical senior piping and TO/HO team ).
      Oversee technicians in the execution of commissioning (Pre & Dynamic) Procedures.
      Reporting to Mechanical senior piping on discipline commissioning resource needs, tools , test equipment , plant, spares etc.
      Ensure required competencies and work standards are maintained in the team and any deficiencies or short are addressed.
      Area interface & Simops regular attendance and reporting.
      Ensuring that equipment and systems are fully commissioned at Handover, and ready to operate in compliance with TCO procedures.
      Interface with Company Safety Advisor and Contractor Safety Officers to ensure a safe and environmentally sound job area.
      Assurance of required permitting, isolations, zero energy states and full compliance with CSU and Area Prime Safe Working practices, methods and processes including JSAs / FLRAs / Toolbox talks etc.

      Qualification and experience Requirement;

      Technician certified, with preferably college technical diploma and 6+ years of relevant and transferable Project/Engineering/  Commissioning experience.
      Established track record in supervision of teams of up to 12 technicians through Mechanical Completion, Commissioning, Start Up and initial plant operations.
      Proven strong technical skills in discipline subject matter.
      Good working knowledge of Oil flushing, piping standards, bolt tensioning methods.
      Good working knowledge of Pumps, Hydraulics, HPU, Compressors and piping
      Good working knowledge of Mechanical commissioning and Mechanical standards
      Strong understanding of work planning, scheduling and tracking.
      Demonstrated work ethic with delivery focus with strong organizational ability.
      Exposure to Major oil company (preferably Chevron) practices, processes, and expectations with respect to Systems Completion, Preservation, Commissioning and Start Up operations of a major oil company.
      Preferably experience working overseas in multicultural team.
      Read, write, and speak fluent English, especially as required to function effectively within a project team and to communicate with project management, contractors, and sub contractors
