Position : Technical Safety Engineer

Location: Muscat

Experience: 8+ years

Job Role:
To carry out front-end design and detailed engineering process input to engineering projects in support of the development of new and existing oil and gas and water handling facilities and refineries.
        
Qualification:
  •   University Graduate in relevant Engineering (B.Sc. /M.Sc. /B.Eng.) and/or membership of internationally accepted applicable professional Institute.
  • For an Engineer, a minimum 5 years upstream Oil & Gas, Refineries and Petrochemical experience.
  • Experience in design, and specification of oil & gas, refinery and petrochemical facilities. Field experience in construction, commissioning, or maintenance will be an added advantage.
  • Good spoken/written English PC literate.
  • Conversant with engineering softwares, relevant International codes & standards, Shell Group (DEP's) and PDO (SP's) design and construction standards.
Experience in various stages of Safety Engineering work in Concept, FEED and Detailed Engineering stages

Skills Required:

Preparation and review of:
  • Flammable and Toxic Gas Dispersion study,
  • Thermal Radiation Study,
  • Vapour cloud explosion/ Blast Overpressure Analysis
  • Flare Dispersion, Radiation and Noise Study
Preparation and review assessment reports for:
  • Layout study- Location of process equipment,
  • Occupied and unoccupied buildings with the help of consequence modeling software.
Prepare, review and facilitation of Quantitative Risk Analysis (QRA).
Preparation of ALARP statement and cost benefit analysis.
Active Participation in facilitation of:

  • HAZID,
  • Design Review,
  • HAZOP,
  • IPF/SIL assessment,
  • SIMOPS & MOPO,
  • Alarm Rationalisation review,
  • ALARP demonstration reviews,
  • 3-D model review,
  • Constructability review, and
  • Pre-start-up Audit (PSUA) / Process Start-up Safety Review (PSSR).
Active participation in facilitation of various HFE studies viz.
  • HFE screening,
  • Valve Criticality Analysis (VCA),
  • Task Requirements Analysis (TRA),
  • Safety Critical Task Analysis (SCTA),
  • HFE study for control building,
  • HFE study for packaged equipments.
Preparation and review of Process safety deliverables (documents & drawings) including, but not limited to:
  • Hazardous Area Classification Schedule and Drawings
  • HSSE plan and HSSE philosophy,
  • Fire and Gas Detection Philosophy,
  • Fire Protection Philosophy,
  • Fire consequence and escalation reports,
  • Layout siting and spacing study,
  • Safety equipment layout
  • Escape, evacuation and rescue layout
  • Safety Signage boards layout,
  • Safety Critical Element Identification reports
  • Performance standards,
  • Technical Integrity Verification Plan and Reports,
  • Emergency Response Plans,
  • ALARP Report / HSE case preparation,
  • Green House Gas and Energy Efficiency Reports,
  • Valve Criticality Analysis,
  • Human Factor Engineering Report,
  • HSE action tracking register.
Procurement activities
  • Preparation of Material Requisitions for Fire & Safety equipment,
  • Technical Bid Evaluations and vendor drawing review of firefighting equipment ( Deluge system, Foam System, Fire monitors, Fire Hydrant, DCP skid etc.) and safety shower and eye wash.
Firewater & Foam system - Preparation and review of
  • Preparation and review of Fire water demand calculations,
  • Foam demand calculations and fire water layout prepared by vendor.
  • Firewater PFS, PEFS / P&IDs
HSE Action closeouts
  • Formal closeout for all HSE actions arising out of various safety studies in the project
  • Preparation of ALARP reports for closeouts, as required.
Software Exposure:
  • Shell Shepherd,
  • Shell FRED,
  • DNV-GL Phast,
  • Pipenet (for firewater systems)
  • Safety & risk softwares, viz. Bow-tie      
Other Benefits:
Salary range: OMR 1200 - 1400
Permanent position
Working hours - 8.5 hrs 5 days per week - 42.5 hrs/week - Sunday-Thursday. Additional hours worked if any over and above 42.5 hours will be considered to be a part of package.
Family status.
Visa & mobilization flight by Company for staff and also family consisting of spouse and up to 2 children of age up to 18 yrs.
Annual leave - 22 working days (excluding week ends and public holidays)
